Ministry of Economy (MOE) is a part of federal government of UAE. One of the roles of MOE is to conduct inspections on most of the business establishment and this was done by the inspectors in the department manually using traditional pen and paper.

Earlier method of inspection

Earlier when an inspector had to do regular or surprise inspection in any business center then he had to fill a form with all the observations using a pen, in last takes signature of owner and finally signed. Then come back to office login to his/her PC and then enter all the inspection records manually. This has been the case from many years or we can say establishment of the department. It was a very time consuming operation and they had to keep the physical inspection form as well for the record and proof, which cost them more and it was time consuming as well for them.

New Solution

When MOE was introduced to Anoto Digital Pen and Paper technology by TIK Digital Technology, they immediately saw the possibilities to improve a very old, but crucial process. With this new solution, a proof of report can be kept of the business owner and signatures of the owner as well as inspector once he have inspected a business center. The solution enables real time communication between the back-office and the business center. This partnership between Anoto, MOE and TIK made it possible to develop an advanced technological Reportik solution to help MOE’s inspectors as well as their clients to improve the quality of services that they offer. The main reason for choosing this digital pen and paper solution is that it was easy for the users to adopt. Previously, the inspectors used ordinary pen and paper and the workflow has remained the same as before. No training has been needed at all. TIK provided MOE the solution with the digital pen and paper technology to achieve the same but in advance and technical way. The advantage of the Digital pen is to take lead of the Internet & Digital Pen technology radically to the get different types of reports of Inspections performed at various shops immediately after the inspection without entering data manually to the system. With digital pen there is no need to save physical form safe because as the pen docked it generates and saves pdf, xml, csv files. So there is no need to scan the form for future record.

Anoto Digital Pen & Paper Technology

An Anoto Digital Pen looks and feels like a normal ballpoint pen. However, it contains an integrated digital camera, an advanced image microprocessor and a Bluetooth® transmitter. Any paper can be used with a digital pen, if the Anoto dot pattern is added to the layout before printing the paper. The Anoto dot pattern consists of numerous black dots that can be read by the digital pen, but are almost invisible to the naked eye. The pen reads the pattern and registers what and where the user writes.

How it works

Inspectors are equipped with a digital pen, Bluetooth®-enabled mobile phone and inspection forms. Thanks to the dot pattern, every form can be instantly identified from Destiny’s servers. When the inspector makes the inspection, the owner signs the form and. Once the form is completed, the inspector ticks a “send” box and all the data on the form is instantly transmitted back to Destiny’s server via the Bluetooth-enabled mobile phone. The unique pen ID identifies the inspector. The pen strokes recorded against the pattern on the paper allow all the details on the form to be recreated as a graphical image as well as a data file. Both are then instantly available to MOE concerned department, and then inspector will get a delivery report on his mobile. The entire process takes less than a minute.

Road and Transport Authority, Dubai

The Roads and Transport Authority (RTA) regulates transportation within the city of Dubai, in the United Arab Emirates. License Agency Department of RTA provides a key role in the management of road safety involving both vehicles and drivers and is the responsible government entity for the registration of vehicles and Licensing of drivers. Every years RTA’s License Agency Department takes thousands of road tests to grant licenses to the applicants. The Digital Pen is proposed to capture the road test results by the examiners of RTA who are in the field. The idea is to connect conventional paper document into digital format so that the data captured in the field is reflected into the backend system of the RTA within seconds of being recorded. In that they are facilitating both Examiners and Applicants by consuming very less time.

Earlier method of inspection

Earlier when an examiner takes test of an applicant, he had to fill a long form with all the information of the applicant plus test results which he has to fill during test using a normal pen. Then after finishing test he comes back to test center, login to his/her PC and then again has to fill all and same information about the applicant and his/her test observations. It was a very lengthy and time consuming process. And sometimes they were not able to concentrate on test, as he/she has to fill the test form same time. This cause the workload on the inspectors due to which they were not able to take much tests on a single day.

New Solution

Pilot was made for 3 months and the examiners adapted very well to this new technology. In new solution examiner is equipped with forms having Anoto’s dot pattern and a digital pen. Before going for test center’s employee will print the form with some prepopulated data (Applicant details with history, date & time of test, Examiner name & ID etc.) Then the examiner will go for the road test with the applicant and his/her prepopulted record form and will enter the test observation by digital pen. Then he/she will back to test center, dock the pen into cradle and all the data will transfer or uploaded to server which will take only few seconds. And then the respective department can issue License at the same time according test result. No training has been needed.

How it works

The new solution consists of forms with Anoto’s dot patterns and a digital pen. Each form has a unique identifier. All the information is entered into the forms with a digital pen and verification software that has integrated handwriting recognition function. The digital pen looks like a normal ball point pen but contains a tiny infrared camera and a processor, which enables it read and digitize information, as it is entered into the form. Information is transferred from the pen to the computer by docking the pen into the cradle. There handwriting recognition is performed, after which the data is transmitted to server. With digital pen there is no need to save physical form safe because as the pen docked it generates and saves pdf, xml, csv files. So there is no need to scan the form for future record.

The Dubai Police is the force for the city of Dubai, in the United Arab Emirates. The core task of their one of the department ‘General Department for Airport Security’ is to keep Dubai’s airports safe, inspect and ensure security at each and every area at Dubai International airport and safeguard the well being of those who are using the airport. We provided GDAS of Dubai Police the latest official App for their Tablets. This App provides various services to Dubai Police i.e. maintaining records of confiscated items carried by travelers service, Applying leave or permission for themselves service and Communication of odder service. In addition, this App will constantly update with new services and features.

Earlier when a passenger arrives or depart from Dubai airport they have to pass the security check. During security check if the staff finds any objectionable item in his luggage, the first thing he has to do is to seize that item and then after filling a form inform to his/her manager which according to situation pass order or send this report to his/her manager. And after a lot of paper work the security staff gets the order what to do next, either throw call or by any other way. This process was very hectic as all the paper works are manual and passing information and order takes a lot of time.
                        Same things happen with security staff of Dubai Police as they are applying for leave or if their manager wants to pass notice to all or some of his/her staff. For example in case of leave, when any security staff has to apply for leave or special permissions they have to fill the forms and this forms will pass through from table to table to grant leave or permission. This was a time consuming process and all had to suffer. Sometimes they don’t receive notice on time.

New Solution

When ‘TIK’ proposed to GDAS of Dubai Police with tablet application they they immediately saw the possibilities to improve a very old, but crucial process. Now when a passenger arrives or depart from Dubai airport during security check if the security staff finds any confiscated item they just need to take a photograph of the item, passenger and boarding pass and then after filling the details with signatures will send it to his/her manager using Tablet. His manager will receive a notice that an item is seized. Once he/ she open the record he can see all the details and picture of passenger, seized item as well as details of the staff who seized this. Then according to requirement he will take action, either pass order to concerned officer or will forward to his manager. Once he forward to his manager, his/her manager will receive a notice. Once he/she will see the details he can add his comment and will send back to his/her junior who sent him/her. Then according to comments he/she can take action. The complete process will take only few minutes and action can take within minutes. This will save a lot of times of the passenger and security staff both.
                                    Same way security staff can benefit from this application. If have to apply for leave or special permission, they just need to login with his/her ID and will apply for leave/permission. After filling all the information he will just need to press a button for apply and the application will reach to the concerned department and they will take further action. Once the application is accepted/ deny / modified he will get a notice with comments. And according to notice he can move further.
